As we move into March, the short term financial outlook for Maryland has brightened in some aspects. Although the proposed Federal money is not here yet, it will most likely help us balance the State budget, as is required by law. However, the money is only good for two and one half years and will not solve our long term difficulties. Some, but certainly not all of the previously announced cuts will remain in place. The State still has to work to reduce the structural deficit.
The following is a brief and of necessity, incomplete, review from reports by Congresspersons Chris Van Hollen and Donna Edwards of how the money will help our state.
Maryland Transportation Funding of $431 million is for ready to build highways, which could also include rail and port infrastructure at the discretion of the state. At a lesser level is $179.3 million for Transit Formula Funding. Also included is $22.5 million for the Homelessness Prevention Fund and $1.4 million for Emergency Food and Shelter as well as School Lunch Programs. There is also $200.2 million for Special Education part B State Grants for educational outcomes for individuals with disabilities, 30 years overdue. Additionally there are a number of funded categories for unemployment and Senior Meals Programs. There will also be Extended Unemployment Insurance and Tax Relief for Maryland Families and Small Businesses. There are many other categories and details regarding funds specific to Montgomery County which will be available in several weeks.
Be aware that there will be strong oversight of the spending allowed in these funds. There will be a special website which will provide transparency by posting information regarding recovery spending. Additionally, state and local whistleblowers are protected. The funds will be distributed as speedily as possible through existing formulas and programs that have proven track records and accountability measures already in place.
In my committee, Health and Government Operations, the genetic testing bills by Delegate Manno, myself and others, to prevent discrimination in insurance policies have been sent to summer study. I hope bills will be passed next year, as individuals who may have inherited genetic markers or genetically inherited diseases fear that they will be unable to purchase health or life insurance at affordable prices. We are also addressing health insurance reimbursements to both doctors and patients.
